The mass tabloid Sun, which
bought the 17-year-old donkey named Anapka after the
July 15 publicity stunt, reports that detectives will again quiz the animal's owner, 32-year-old Vasily Gorobets.
The 30-minute parasailing incident has been condemned by animal welfare groups around the world.
Police in the Krasnador region investigated the incident, but announced they would not proceed with animal cruelty charges.
Under local law, an animal must suffer physical injuries to meet the criteria for an animal cruelty charge. A veterinary examination of Anapka had given her a clean bill of health.
Screen legend Brigitte Bardot then wrote to Russian authorities demanding they act over the incident, during which children were left in tears because of the brays of terror from Anapka.
The Sun reported Russia's rulers are said to be deeply embarrassed by the affair.
The newspaper has yet to reveal its plans for the donkey, but has promised she will never be made to parasail again.
