Thirty-one horses have been seized by authorities in Oregon and placed in care.
Police say the horses were neglected and in most urgent need of care among the 116 horses on the rented 12-acre property in Mill City, Oregon.
The Linn County sheriff's Office has cited Tania Herring, 30, with 31 counts of second-degree animal neglect.
Herring describes herself as a horse trainer and trader.
Local media said the property was once part of a state-of-the art thoroughbred-training facility.
The horse seizures were the result of a five-week investigation. Police first talked to Herring about the horses in September but it was not until a veterinarian's complaint in December that the formal investigation was launched.
Herring will appear appear in Linn County Circuit Court on February 24.
Inquiries are continuing.
The horses are in the care of Linn County Animal Rescue. It is understood ownership of nearly all the seized horses has been relinquished and the plan will be to adopt them out once their condition has improved.
